What is transparency?


For me it’s : Openness, accountability, and honesty. Transparency is an obligation of government to share information with citizens. In the process, we build the trust required to stretch ourselves to aim for highest aspiration as a community.

To have effective transparency though requires both government & citizens to participate. In order to achieve transparency we need meaningful (and efficient) engagement. The purpose of engagement is to involve the public in decisions that will ultimately impact their lives.

Government needs to ensure a timely and meaningful citizen/stakeholder process.

Citizens have to take the initiative to being aware of the opportunities and being involved.

I see the following as ways to improve transparency:

Public Engagement Strategy


This strategy is needed so citizens and government understand when & how information will be obtained or disseminated. We need to clearly define what level of public engagement will occur for specific situations. Every situation is different we need clear definitions on whether we are informing, consulting, involving, collaborating or empowering our citizens. At the same time, we can’t perpetually exist in a state of endless discussion. People want action, and we need to create a zone of the “right amount” of engagement that builds the capacity to do more rather than just talk more.

 

Expansion of Citizen Budget


Citizen budget was rolled out this year to allow residents to have more input into the budget process. It allowed us to inform residents what services are part of each area of the budget and make recommendations on decreasing, maintaining or increasing spending in each area of the budget. This feedback is a key piece of the budget process that has been missing and I have been advocating for since I was elected. I will be pushing for a continued expansion of this tool so it will provide more detail on the costs in each area and a requirement that each resident create a balanced budget when they use the tool. It’s easy to request more services but it needs to come with an understanding of how they will be paid for. It’s also easy to say lower taxes but that comes with an understanding of services that are being cut, and impacts.

Social Media/Open Communication


Over the past 4 years I have consistently shared happenings at the Council Table through my Facebook page as well as seeking feedback on new ideas or concepts. I will continue to provide this information and engage in respectful dialogue with residents. I have a track history of answering questions and finding answers.
